Meet the Commissioners
Barbara Cross, Chairman, was elected to the Board in November 2011 and is currently serving her second term in office.  She was initially appointed to the Board by the Ninth Judicial District, Cumberland County Court of Common Pleas on May 5, 2008, to fill an unexpired term.  Commissioner Cross is a U.S. Marine Corps Veteran.  She retired from the U.S. Marine Corps Reserves after 25 years of service with the rank of Lieutenant Colonel and was re-called to Active Duty from 2004-2006 to support the Global War on Terrorism.  Lt. Col. Cross's extensive military background includes logistics, budgeting, and intelligence.  She is a life member of the Marine Corps League and the Women Marine's Association.  Commissioner Cross served on Governor Corbett's transition team for Veteran's Affairs and serves on U.S. Senator Patrick Toomey's Military Academy Screening Committee. 

In May 2012, Commissioner Cross was appointed by Governor Corbett to serve as a member of the Pennsylvania Commission for Women.  Currently, she also serves on the Board of Directors of the United Way Capital Region, Chatham University Alumni Board, Carlisle Regional Hospital's Bio-Medical Ethics Committee, and Dickinson College Institutional Animal Care and Use Committee.  In her role as a Commissioner liaison, Commissioner Cross is a member of the Cumberland County Cooperative Extension Board, Army Heritage & Educational Center Foundation Board, Cumberland County Conservation District, Cumberland-Perry Drug & Alcohol Commission, and Victim Witness Policy Board.  An active member of the County Commissioners Association of Pennsylvania (CCAP), Commissioner Cross serves as the Chair of the Governance Committee and also serves on the Military & Veterans Committee. 

Commissioner Cross is a graduate of Chatham College for Women, Chatham University in Pittsburgh and received a Master of Science degree from Shippensburg University.  She and her husband reside on a small farm in West Pennsboro Township where she served as a member of the West Pennsboro Township Planning Commission and was past Vice-Chairman of the Zoning Hearing Board. 

Jim Hertzler, Vice Chairman, a veteran of local government service in Cumberland County, was elected to the Board of Commissioners in November 2011. He previously served 22 years as a Township Commissioner in East Pennsboro Township and before that, he served six years as a member of the East Pennsboro School Board. During his tenure as a Township Commissioner, Mr. Hertzler held various positions including service as Vice President of the Board, Police and Fire Commissioner, and served as the Township's delegate to the Capital Region Council of Governments, formerly the West Shore Council of Governments. He is a past President of the Central PA Association of Township Commissioners and a former two-term member of the Governor's Local Government Advisory Committee. In addition to his local service, Mr. Hertzler brings to his County position an extensive understanding of the workings of state government as a former Executive Assistant to the late Senator Mike O'Pake of Berks County. Married and the father of three grown daughters, Mr. Hertzler is a member of Our Lady of Lourdes Church, Enola; a member of the Knights of Columbus, Council 12404; and the Enola Sportsmen's Association.

Commissioner Hertzler serves as the liaison to the Cumberland County Affordable Housing Trust Fund Board; Cumberland County Aging Advisory Board; Cumberland County Agriculture Land Preservation Board; Capital Area Transit Authority (CAT); Capital Region Council of Governments; Harrisburg Area Transportation Study (HATS) Coordinating Committee; Tri-County Regional Planning Commission; Cumberland County Local Emergency Planning Committee; and the Cumberland County Redevelopment & Housing Authority Boards.  Additionally, Commissioner Hertzler serves on the Assessment & Tax Committee of the County Commissioners Association of Pennsylvania (CCAP). 

Gary Eichelberger, Secretary, was re-elected to the Board of Commissioners in November 2011 and is currently serving his third term in office. He was initially elected to the Board of Commissioners in 2003 and has previously served as Vice Chairman and Chairman of the Board. He has held various positions in the Harrisburg area advertising and marketing organizations and is principal of Ascendant Management Group, a consulting firm for project management. He was Deputy Treasurer for Cumberland County from 1990 to 1996 and Executive Director of the West Shore Council of Governments from 1999 to 2003. Mr. Eichelberger is a member of the Economic Development Committee of the West Shore Chamber of Commerce; Washington, D.C., Chapter of the Institute of Management Consultants; and American Management Association.

Commissioner Eichelberger serves as the liaison to the following boards: Cumberland County Planning Commission, Cumberland County Library System Board, Cumberland-Perry Mental Health/IDD Board, Cumberland County Blighted Property Reinvestment Board; Cumberland Area Economic Development Corporation Executive Committee; Murata Business Center Board, South-Central Employment Corporation, and Western Cumberland Council of Governments. Commissioner Eichelberger also serves as the Chairman of the South Central Caucus of County Commissioners and serves on the Community & Economic Development Committee of the County Commissioners Association of Pennsylvania (CCAP). 

Mr. Eichelberger holds a Bachelor’s degree in Political Science from George Washington University and a Master’s degree in Organizational Management from the University of Phoenix.  Mr. Eichelberger is married and resides in the Borough of Mechanicsburg, Cumberland County.
